The TextRuler plugin is neither recognized in the workspace as a plugin nor can
it be included in an update site. The plugin view lists it multiple times
(sometimes out of sync), but the plugin is not listed in the launch config for
included plugins. When included in an update site, the feature cannot be
installed.
