The version spec should only be in the <pluginManagement><plugins> section, not also in the <build>...<plugins> section. This makes it easier to maintain (version changes only go in one spot).
In the <build><plugins> section for the changes plugin, this change also changed the sortColumnNames. This should probably be changed in the <build><pluginManagement><plugins> section - we want it inherited by all. Is this the right order for this version of Jira?
