a) DuccJobCancel
b) DuccReservationCancel
c) DuccServiceCancel
2. If CLI invoker is listed in resources/ducc.administrators then allow
cancellation on behalf of any user when flag --role_administrator is specified
3. Validate and carry out Administrator initiated cancellations in Orchestrator
(OR)
4. For relevant webserver (WS) pages:
a) support roles { Administrator, User } on Preferences page
b) support greyed-out/active Terminate buttons for Administrator according
to logged-in user role preference
