Before starting a process the user's limits should be echoed to both the DUCC
agent and the job instance's console/logfile, regardless of whether the job
spec specified limits.
This is motivated by chasing several elusive problems caused by unexpected core
file limits and open-file limits which were set differently on different
operataing system levels in the cluster.
