The service manager cli is creating a redundant 'services' entry in the log
path. Aside from this being a bug, it is no longer necessary to differentiate
service logs from other logs because the Orchestrator now assigns unique ids
across all types of work, rather than using a different ID pool for each type
of work (job, service, reservation, etc.).
