If a service registration and a job that references that service arrive
simultaneously, the service gets reference-started before autostart can kick
in. When the referenced job exits, SM remembers the service was reference
started and schedules a lingering stop.
If autostart is set, the reference-start should not cause the service to
linger-stop.
To reproduce,
1 register a service with autostart false
2 submit a job that starts the job by reference
3 set autostart true after the job starts
If the bug is present the service will be linger-stopped when the job exits.
If the bug is fixed, the service will stay active.
