Jim Challenger resolved UIMA-2739.
----------------------------------
Resolution: Fixed
Max run failures is globally configurable in ducc.properties. If a service
instance exits unexpectedly it is automatically restarted and the failure count
is incremented. Once the failure limit is reached restart ceases. Manual
restart of an instance resets the count.
Submit failures are limited to exactly one - if submission of an instance
fails, autostart is canceled (for registered services) and no additional starts
are made until manual start is issued and autostart is reset.
