Jim Challenger resolved UIMA-2810.
----------------------------------
Resolution: Fixed
Now that orchestrator uses a single common set of IDs all service logs are
written the the same location a job logs - no need for a subdirectory. This
makes the problem moot.
> Service Manager CLI - don't create redundant "service" directory

> The service manager cli is creating a redundant 'services' entry in the log
> path. Aside from this being a bug, it is no longer necessary to differentiate
> service logs from other logs because the Orchestrator now assigns unique ids
> across all types of work, rather than using a different ID pool for each type
> of work (job, service, reservation, etc.).
