To support taking nodes off line in an orderly manner, the agent should stop
publishing its metrics when requested. The RM detects that the node is down and
will not schedule any new work. The existing work will be preempted and moved
elsewhere. The request will arrive via DUCC's admin channel. The agent will
check if it is a target node for the message and immediately stop the Camel
route which drives the collection and publishing of metrics.
