1. CLI to produce 2 files in user logs directory comprising user and file
specified key/value pairs
2. WS to look for above files and to annotate specification display for
"Provider" accordingly
3. Possible values for Provider are:
user, key/value pair specified as flag on submit command
file, key/value pair specified in specification file
blank, DUCC (aka "system") determined value
