Current start-up scripting attempts to insure ducc_ling has ownership
"root.ducc", the setuid bit on, and permissions 750.
When running in single-user mode this checking creates unnecessary
complications as, by definition (DUCC's definition), single-user mode means
everything is run under the same credentials as the (non-root) user that starts
DUCC.
A new flag to 'start_ducc' should be added that means "permit single user
mode". This should bypass the ducc_ling checks and eliminate the need for
special ducc_ling setup in single-user mode.
