Fix For: 1.0-Ducc
The agent currently kills APs and Services with kill -9 which prevents the
process from doing cleanup. Modify to first send kill -15 (TERM) and wait for 1
minute for the process to terminate. If still alive after 1 min, kill the
process with -9
