UIMA-2887 reaps but does not retry lost (due to "framework" issues) work items.
To the extent possible, Job Driver (JD) should attempt to retry these lost work
items.
This may involve some hand-shaking between DUCC daemons to get all JPs
shutdown, then to bring up fresh JP(s) to finish the lost work items.
