I see that the official CAS interface has had for a long time, a method 
"createMarker" - so the point #2 is perhaps not as significant.  However, the 
documentation for the CAS in the docbooks does not mention markers at all.  

So, on balance, I would like to remove this from the CAS interface (for now) 
but keep it in the CASImpl.  Any objections or other views?
