As part of "cleanup" in the last cycle, several of the maven plugins having
"older style" annotation specs within comments were converted to the "new
style" specs. This conversion failed in several ways, the main effect being
that in order to work, the new style cannot be inside comments, and the plugin
dependencies need to include the anotation api.
