Both check_ducc and start_ducc should verify the internal consistency of the
scheduling classes. start_ducc should refuse to continue on failure.
check_ducc should include a "check only" feature to help verify class file
updates.
With this we also can sunset verify_ducc whose entire function is now subsumed
by check_ducc.
