The RM is miscounting the number of shares to deduct from the scheduling tables
when new allocations are made. This is hard to see usually because these
tables are reset (twice) at every schedule gen, and fair-share jobs get
adjusted at every gen so things work out over time. If non-preemptable
requests are made simultaneously on small systems however, all but one will be
incorrectly refused.
