Submitted Job to class fixed, work items count = 20, max processes = 6, and
threads per share = 10. RM allocated 6 JPs, even though just 2 would have been
sufficient. Post JP initialization for all threads, the OR did volunteer the 4
excess JPs and they were marked as Stopped. However, the WS continued to show
increasing Time Run for the 4 never used (and now Stopped!) JPs until the Job
ended, which occurred once the 2 active JPs finished processing the 20 work
items.
