Example, user submits job comprising:
scheduling_class fixed
process_deployments_max 6
process_thread_count 10
and JD reports 20 work items total.
In the past DUCC would allocate 6 shares. With this change DUCC would allocate
just 2 shares and cause less (unnecessary) disruption to any already deployed
Jobs on the cluster which may have been in competition for shares.
