Due to threading, the order of adding/removing tracking info to the Job Driver
status report my be reversed; that is the notification that a work item was
queued may come after the notification that the same work item was dequeued.
The result is that the removal from the map will not occur and the WS will
think there are more dispatched work items than is in fact the case.
The fix is to use a 2nd map to hold the premature dequeue notifications.
