If the request does not supply either process or driver JVM args then the
site-specific values in ducc.properties are not added. Should always be
included, but would be better in OR when it constructs the commands for the JD
& JP. Note that all-in-one does not add these site-specific ones.
Currently we add -XX:+HeapDumpOnOutOfMemoryError to just the JD but shouldn't
this also contain -Xmx300M ?
