Just to clarify that I do not misunderstand you: the rule should not match on 
the second and third "small", right?

It is hard to remove the behavior (since it is actually needed sometimes), but 
an option like dynamic anchoring should be possible. I already created a 
similar issue UIMA-2768. Can you please verify if both issues target the same 
improvement?
