As I recall, the test case bypass for Javas not supporting 1.1 XML is testing
the wrong part of the support. I recall trying to find a way to get the right
version to test, but couldn't find a reliable method... However, I don't think
it's critical - modern Javas support XML 1.1.:-). So I'm going to resolve this
as fixed.
