The "about" file packaged with the binary distribution in
webserver/lib/servlet-api-2.5.jar includes this:

Java Servlet API 2.5 (servlet-api.jar from Tomcat 6.0.14)

The plug-in includes software developed by The Apache Software Foundation as
part of the Tomcat project.

The part in-between the ********* is a restriction beyond the normal Apache
license. I'm not sure why it's here. If it's valid, then it seems to me that
this needs to "bubble up" into our overall Notices file for the binary
distribution.
