UIMA DUCC parent pom should declare new properties which are needed by the uima
custom resource plugin when packaging jars.
As a result the NOTICE file in each DUCC jar is incorrect. Specifically, the
Copyright date is wrong, there is a missing legal info which should identify
the fact that the code was partially developed by IBM for UIMA core, UIMA AS
and UIMA DUCC
