I do not think that it is a big problem for the release manager because nobody would ignore his veto. On the other side its harder to get enough votes if one interested developer (the release manager) has no binding vote. The release manager should know who is a PMC member for the vote result and if there are already enough binding votes. I also haven't found a list of PMCs and its probably even harder for Martin to guess it.
