11. Show DB as "disabled" instead of "up" on WS when none of Driver, Home,
Name, Password, Protocol and User are specified in ducc.properties
12. Put sample commented-out names/values into ducc.properties for the
above 6 properties
13. Populate and publish DbComponentProperties in DB Component for
consumption by WS Component
