Burn Lewis resolved UIMA-3796.
------------------------------
Resolution: Fixed
Assignee: Burn Lewis
OR assumes that the user that launched it is an administrator, so if ducc-mon
was launched by the same user (e.g. ducc) then it can cancel work on behalf of
the submitter even if its userid is not listed in ducc.administrators
> ducc-mon fails to cancel an abandoned job if ducc is not an administrator

>
> When the job monitor recognizes that the submitter has exited it tries to
> cancel the job via duccling ... but fails if ducc is not listed in
> ducc.administrators. Perhaps ducc should always have this power.
