Burn Lewis resolved UIMA-3796.

OR assumes that the user that launched it is an administrator, so if  ducc-mon 
was launched by the same user (e.g. ducc) then it can cancel work on behalf of 
the submitter even if its userid is not listed in ducc.administrators
