Add query to the RM API/CLI. Perhaps two queries initially:
'query load' to return RM's impression of how busy life is
- total nodes online
- total nodes free
- total shares available
- total shares free
- total pending evictions
- total pending expansions
- total shares demanded - this is the number of shares that would be used
within infinite resources
- anything else fun
'query occupancy' returns node occupancy: for each online node, what are the
job processes on that node. Possibly include 'investment' for each process.
(Investment is DUCC's measure of how much work might be lost if that process is
preempted.)
