Presently, the state of a Job is advanced from WaitingForResources to
Initializing by the Orchestrator. However, even though the Resource has been
assigned by the Resource Manager the Job Process(es) employing same may not
actually yet be Initializing.
The Orchestrator should employ an intermediate state (named Assigned) once
Resource has been allocated, and then should advance to Initializing once the
Job Driver reports accordingly.
