Summary: DUCC Orchestrator (OR) does not immediately advance Job
state from Completing to Completed even though process count == 0

Test:
1. submitted job with 101 work items
2. eventually, all work itmes completed and Job state -> Completing
3. eventaully, process count shows zero and Job state remains Completing
4. later, Job state goes to Completed
Job state should immediately go from Completing to Completed when processes
count goes to zero
