RM Prediction is being ignored. Apparently because of a bug introduced with
svn commit 1509430.
The bug includes code that sets the job cap at largest value if prediction
returns "no more processes needed". The fix does minor cleanup and reverts to
using the currently assigned resources when prediction returns 0.
