- add methods setSvc and setMeta to ServicesInterpreter class
- add methods setSvc and SetMeta to ServiceAdapter class (and interface)
These methods will facilitate changes to WS view of services based upon local
change operations and prior to new publication from SM, making for a more
up-to-date cache.
