I think the main thing to do is to let users be "successful" when installing the
plugins.

It's somewhat likely that users of Ruta will be on later releases of Eclipse, so
I'm not sure this is an issue that needs to block this release.

Do we know what the minimum Eclipse level is to get this to work?  The
"announcement" email and the download page for this could be augmented to insert
that requirement.
