Ducc's JPs, JDs, and services log the following message "Cannot access broker
credentials file so will have restricted access". These processes run as users
thus the above will always will be logged hinting that there is a serious
problem when in fact there isnt.
The message should only be logged by Ducc daemons like OR, WS, Agent, etc as
this indicates mis-configuration.
