If a user has a JP that throws an error, such as NPE in the FlowController, it
will be treated as ExceededErrorThreshold for the terminated JP. Currently,
the OR's Job reaper will not cancel the Job when the limit exceeds the process
error limit.
Fix is to include ExceededErrorThreshold as a user error, not a framework
error, as it should be.
