JP should discard WI if Ack reply indicates that the Ack was too late. When
the JD took > 2min to return the Ack the JP didn't timeout ... since the JP is
meant to retry the Ack at least once perhaps the JD & JP should have a similar
value for the timeout ... perhaps JP's should be longer so the JD doesn't have
2 outstanding Acks.
