The WS keeps a cache of sorted machines. This cache is updated in discreet
intervals in order to reduce the amount of sorting and re-sorting. The sorted
machines cache is slightly stale data, yet the WS insists on enforcing strict
elapsed time limits on this data to report down machines.
The WS must account for the fact the the sorted machines data is slightly stale
and must make accommodation accordingly with respect to reporting down machines.
