Although I agree in the abstract, I think the decision to remove older things 
should be made based on our best guess :-) or informed feedback on what people 
are using.  (It would be good if we could track this...).

In other words, if we think people are still using UIMA 2.6.0, then we make it 
harder by removing these links, and making them navigate the archive to find 
the right file, etc.

There's probably 2 separate issues here: one is "taking up space", and the 
other is having "easy access".  We can alleviate the "taking up space" but 
leave the "easy access" by changing the links to ref the archives, instead of 
using the Apache mirror system.  Again, that would be good to do once the 
frequency of use of the (older) links dropped.
