Presently OR management of JD Reservations is static, once at boot time.
To improve:
1. OR should manage JD Reservations flexibly, expanding and contracting as
necessary
2. OR should not over-commit JD's assigned to each JD Reservation
3. User will get submit error if OR is unable to allocate JD space
