Use Java 8 method handle techniques for efficient instance creation and access
to getters and setters.
Reorganize to have built-ins loaded and set up once per class-loader (might be
shared over mutliple different type systems). Keep resulting artifacts in one
object instance per class-loader; use to populate slots in type and feature
impls when type system committed.
