If DB is enabled, use table populated by Resource Manager to:
1. ascertain Machine status (up/down)
2. build hover of data elements used to determine same
Notes:
1. for DB: up when responsive==true && online==true && blacklisted==false
2. for !DB: down when heartbeat==missing
