1. Add to DuccHandlerUtils: getSwapSizeBytes(), getSwapSizeDisplay(), and
getSwapSizeHover()
2. Employ same in DuccHandlerClassic and DuccHandlerJsonFormat to display swap
for Jobs/Managed Reservations/Services
3. Create Junit test to for expected hovers (size + units) based on
corresponding GB swap values
