In the future we should use the DB.

Meanwhile, require the administrator to validate the configuration with 
check_ducc -c before reconfiguring or restarting any daemons.
Change DUCC to re-read these files based only on administrators actions, so
1) Remove CLI's use of them
2) Make others (WS) re-read them only when some "trigger" file is touched by 
reconfigure or RM start (no longer use ducc.classes as the administrator may 
change it)
