An agent should log steps it takes while testing if cgroups are viable. If a
particular step fails, the log should help identify a reason for failure.
Current an agent log shows "nodeAgent ------- CGroups Not Installed on this
Machine" but does not provide detailed descriptions what is missing or went
wrong while testing for cgroups.
