2. update DuccPropertiesResolver with new ducc.ws.banner.message key
3. update DUCC Book with new ducc.ws.banner.message key
4. update DuccHandler with new servlets for dynamic alerts & banner-message
5. update ducc.css with new formatting for alerts (white on red+bold) and
banner-message (black on yellow)
6. update ducc.js with ajax fetch of alerts and banner-messsage
7. new jsp fragments for alerts and messages beneath banner
8. update main pages jsp's to include alerts & messages jsp fragments
