Burn Lewis closed UIMA-4994.

Resolution: Fixed
ducc_post_install can be re-run, even if inital DB creation incomplete.
Now require staet_ducc & stop_ducc & check_ducc to be run from the head node
(for safety - to reduce chance of operating on the wrong DUCC).
ducc_post_install & build_duccling must be run from the admin folder (as they
check for files relative to it)
