Yes, you need to select a valid format. However, this is probably the most unproblematic situation because it is in a dialog where you have also to select other stuff. If often used, it could be annoying. On the other side, I never used the functionality and I do not know anybody who did. When you use the Ruta Workbench, there are easier ways...
We should adapt it sometime, but this should not block the creation of a release candidate.
