I think there was a mail that we should not host rc stuff on our private
web space like home.apache.org. I put the update site for ruta here last
time:
https://dist.apache.org/repos/dist/dev/uima

installed in Eclipse Neon - OK
tested type system description editor - OK
tested CAS Editor interaction with CasIOUtils - OK
installed and tested UIMA Ruta Workbench 2.4.0 - OK
