Burn Lewis resolved UIMA-5208.

Resolution: Fixed
Use the RelativePathResolver to load from the datapath or classpath if the
settings filename is relative and not in the filesystem. This adds support for
settings files packaged in a jar, but lets any filesystem entries take
precedence. If a relative file cannot be found the error msg names the working
directory that was searched.
